To conduct the port fees collection by electronic methods, Hai Phong People’s Committee had assigned Hai Phong Customs Department the task of reporting to General Department of Vietnam Customs and arranging locations, human resources to operate hardware and software devices coordinately to secure the fees collection procedures.
On the basis of the mentioned command of Hai Phong People’s Committee, Hai Phong Customs Department has recently reported, recommended General Department of Vietnam Customs the project to install fee-controlled System (electronic) in Host computer’s department of Hai Phong Customs Department. The installation of System shall not affect the Internet structure, as well as security, system privacy of Hai Phong Customs Department and Vietnam Customs.
Previously, in 7/2018, Hai Phong People’s Committee has ratified construction cost estimating of software-update Project, which manages fees collections in utilization of infrastructure constructions, service constructions, public utilities in Hai Phong’s sea port gate.
According to updated information from Hai An (Hai Phong’s district) People Committee, who was assigned the task of controlling the fee-collecting procedures, in the end of September, the district had earned 1.163,7 billion VND, accounted for 64,6% as estimated, rose 8% in comparison with the same period in 2017.
At present, Hai An district has deployed 16 toll payment points, in which 2 point was arranged to work till 20:00 daily. In 2018, Hai Phong People’s Committee assigned Hai An district a target to acquire 1.800 billion VND from fees collected in utilization of infrastructure constructions, service constructions, public utilities in sea port and gate areas, which rises 16% compared to year 2017.
Concerning the procedures of fees collections in utilization of infrastructure constructions, service constructions, public utilities sea port and gate areas, Hai An district had deployed human resources to work in collaboration with functional forces to control 8 ports including: Hoang Dieu, Ha Long fish port, Doan Xa, Nam Hai, Transvina, Green Port, Nam Hai Dinh Vu, Vip Green Port.
To reach the turnover estimate year 2018, in the near future, Hai An People’s Committee focuses on several key tasks: continue collaboration with communications departments, ministries, offices to conduct effective propaganda work, spread policy, purpose, significance of the city to port-service providers, shipping company, enterprises, organizations, individuals who have import and export goods through the port.
Simultaneously, continuously coordinate to update, ameliorate software collect and manage system in order to support, modernize in fees collect and control procedures, compare goods reference numbers in port to the number in reality… Summarize all comments of enterprises, coordinate with other ministries, departments to suggest solutions; good, close coordination with customs authority in fee collect and control procedures.
Since 1/1/2017, Hai Phong People’s Committee has conducted Resolution no.148/2016/NQ-HĐND, dated 13/12/2016 of the city’s People’s Council on receive level, receive, pay regulations, management and uses of the fees from infrastructure constructions, service constructions, public utilities in Hai Phong’s sea port gate areas.
According to that, the price level applied to temporary export and re-import goods, transshipment goods, goods retained in bonded warehouse is 2.2 million VND/container 20 feet dry goods and 4.4 million VND/container 40 feet dry goods; 2.3 million VND/container 20 feet refrigerated goods and 4.8 million VND/container 40 feet refrigerated goods, 50.000 VND/tons liquid goods, separated goods…
In 8/12/2018, Hai Phong city’s People’s Council put into force Resolution no. 24/2017/NQ- HĐND on amendment to Resolution no. 148/2016/NQ- HĐND. Resolution no. 24 will be put into effect since 1/1/2018. According to that, fees from utilization in infrastructure constructions, service constructions, public utilities in Hai Phong’s sea port gate areas, with import, export goods which are liquid and separated goods, the prices are adjusted to be decreased from 20.000 VND/ton to 16.000 VND/ton (decrease by 20%).
